SOLUTION: Side guides 3A are provided on both outer sides of a mandrel 3 inserted in a cylindrical body A, the cylindrical body A is expanded in the right and left directions by these side guides 3A to ensure the entangling of both edges of the cylindrical body A, and entangled and overlapped parts A3 of the edges are caulked by a caulking roller 4.
