PROBLEM TO BE SOLVED: To solve problems in a conventional cooling and heating bag member used for icing a shoulder in a state of placing the bag member including the ice water on the shoulder with a towel or the like, that it is very troublesome to prepare the iced water, to add the ice and to replace the cooling water when the cooling and heating bag member is used for a long time, and it is necessary for a user to hold the bag member by a hand to get the sufficient cooling effect, as the bag is instable in a used state. SOLUTION: This cooling and heating bag member for a shoulder region has the shape to cover the shoulder and an upper arm, is composed of a shoulder part 1 and an upper arm part 2 obtained by packing the gelled cold storage agent or heat storage agent 5 in front and back two sheets of waterproof thin films 3, 4 of which the peripheries are adhered to each other, and has first stopping pieces 31 extended from both ends of a side face of the shoulder part, and having stopping members 6 such as hook-and-loop fasteners on both ends to be used like a sash used for holding up tucked sleeves, and second stopping pieces 32 extended from the upper arm part, and having stopper members such as the hook-and-loop fasteners on both ends to be attacked to the upper arm.
