<p>PROBLEM TO BE SOLVED: To provide an image compression device and method that can effectively reduce the arithmetic quantity required for processing an HD(High Definition) image or the like having a large amount of information. SOLUTION: An image division section 20 divides a received image into blocks under the control of a control section 10. An image processing section 30 detects a scene change of each block or applies 2.3 pull-down detection to each block. In this case, the image processing section 30 applies weighting to image information of a desired block among the blocks on the basis of position information (s) denoting the position of each block in the received image or calculates the image information of the desired block only. A coding section 40 codes the processed image outputted from the image processing section 30 by each block.</p> |
