PROBLEM TO BE SOLVED: To evenly discard packets for each flow in a flow controller and a node device in which rate control is performed of the given packets through incoming lines and buffer control is performed in a node. SOLUTION: The controller comprises a rate controlling means for adjusting a rate of a queue of inputted packets to the values not higher than prescribed upper limit values for each flow to which these packets belong individually; a queue monitoring means provided in accordance with the individual classes to which these packets may belong, for identifying queues having the accumulated information amount of the packets exceeding the prescribed threshold from among the queue used to accumulate and transfer these packets of the classes on the first-in-first-out basis; and a buffer managing means for discarding new packets at a prescribed frequency for each flow to which the new packets to be stored in the queues identified by the queue monitoring means belong.
