SOLUTION: A distribution means 21 applies distribution control to a media stream. A charge control means 22 conducts charge control on the basis of media quality information sent from a subscriber 3. An authentication means 23 authenticates a device that receives the media stream. A reception means 31 applies reception control to the media stream. A connection information management means 32 manages connection information to identify the media stream. A media quality measurement control means 33 applies media quality measurement control to the identified media stream to generate the media quality information and transmits the information to a station 2.
