<p>PROBLEM TO BE SOLVED: To stably obtain an excellent image by restraining fine powder from being produced because toner particles are crushed in the case of regulating the amount of toner carried to a developing area while making a regulating member press-contact with the surface of a toner carrier or the toner from being stuck to the surface of the toner carrier, preventing irregular density from being caused on a formed image and appropriately regulating and electrifying the toner carried to the developing area. SOLUTION: In this developing device equipped with the toner carrier 11 holding the toner (t) on its surface and carrying it to the developing area opposed to the image carrier 1, and the regulating member 14 regulating the amount of the toner carried to the developing area while it is made to press- contact with the surface of the toner carrier, a toner carrier provided with an elastic layer 11b whose rubber hardness is <=70 and whose thickness is within 7 to 50μm on the surface of conductive base substance 11a is used as the above- mentioned toner carrier.</p> |
