PROBLEM TO BE SOLVED: To improve the thermal efficiency of a water heater while the occurrence and boiling of drains are prevented. SOLUTION: The water heater can continuously adjust the quantity of a gas within the capacity range of No.5-No.2.5 by means of a flow control lever 21. When the heater adjusts the quantity of the gas, a ratio adjusting shaft 32 which works in an interlocking way with the lever 21 rotates and the heater can adjust the temperature of hot water supplied from a heat exchanger 16 without changing the quantity of the hot water while maintaining the hot water at a fixed temperature by changing the ratio of the quantity of water flowing to a water supply pipe 33 to the quantity of water flowing to a by-pass pipe 34 while maintaining the sum total of the quantities at a fixed value by increasing the quantity of water flowing to the water supply pipe 33 when the quantity of the gas increases and by increasing the quantity of water flowing to the by-pass pipe 34 when the quantity of the gas decreases.
