PROBLEM TO BE SOLVED: To provide a system and a method for obtaining encoded data by demodulating a received VHF radio frequency signal including a baseband signal having differential phase shift keying encoded data. SOLUTION: A signal receiver (20) receives a signal and a symbol synchronization circuit (22) determines a symbol tracking selection value. A Doppler estimator (24) estimates Doppler error in the received signal. The received signal, the symbol tracking selection value and the estimated Doppler error are applied to a symbol demodulator (32). A multiplier (42) multiplies the received signal by a signal having a frequency equal to the negative value of estimated Doppler error, thus removing the Doppler error.
