PROBLEM TO BE SOLVED: To provide a waterproof sheet fitting device capable of easily pinching the tip section of a waterproof sheet regardless of its thickness. SOLUTION: One end of a connecting bar 4 is rotatably fitted by a pin 91 to the base end section of an arm 9 fixedly supported on a rotary ring 10, and one end of a detent lever 3 is fitted to the tip section rotatably in one direction via a ratchet 31. A pinch bar 2 is rotatably fitted to the intermediate section of the detent lever 3 and the other end of the connecting bar 4 by pins 21 and 22 respectively to form a parallel link mechanism. The tip section of the waterproof sheet 1 is pinched between annular elastic bodies 5 such as rubber or sponge externally inserted at several positions on the outer periphery of the pinch bar 2 and the arm 9, the detent lever 3 is rotated CCW, then the rotation position of the detent lever 3 is fixed at the maximum rotation position by the reverse rotation preventing mechanism of the ratchet 31, thereby the tip section of the waterproof sheet 1 can be firmly pinched and wound between the pinch bar 2 and the arm 9 while they are kept in a parallel state.
