PROBLEM TO BE SOLVED: To provide a passing object counting device and counting method which permit reduction in calculation amount while maintaining high counting accuracy and permit high speed processing. SOLUTION: This passing object counting method for counting passing objects 5 passing a reference line 1 on a plane 2 along the plane 2 is provided with an image formation process S0 for forming a time and space image where the height information of a part of the passing objects 5 from the plane 2 corresponding to small areas is allocated to a plurality of the small areas arranged regularly on the time and space image, being the time and space image in the reference line 1 of the passing objects 5, a maximum extracting process S1 for extracting a small area with maximum height, a set area determining process S2 for calculating a set area obtained by gathering together small areas which surround the extracted small area and exist in the range between the maximum height and fixed height, a comparing process S4 for comparing the area of the set area calculated in the set area determining process with a predetermined threshold, and an adding process S5 for counting 1 count when the area of the set area is larger than the threshold.
