SOLUTION: A merchandise exchange ticket issuing device issues a merchandise exchange ticket 1. The merchandise exchange ticket 1 is not printed with any exchangeable merchandise sum, but only exchangeable merchandise names and the other necessary items. The exchangeable merchandise sum of the merchandise exchange ticket 1 is stored as electronic data in a merchandise exchange ticket issuing device at the time of issuing the merchandise exchange ticket 1, and the exchangeable merchandise sum is made referable by a merchandise exchange ticket data referring device with a ticket number printed on the merchandise exchange ticket 1 as a key.
