PROBLEM TO BE SOLVED: To provide a floor heating warm water mat improved in heat efficiency improved without increasing the thickness of a floor, and having sound shielding effect and its laying method. SOLUTION: The floor heating warm water mat 1 comprises a warm water pipe 17, a mat body 3 where a piping groove 15 is formed for training a warm water pipe 15, a vacuum mat 5 stuck to the back surface of the mat body 3, a small floor joist 7, a heat transfer sheet 11 stuck onto the mat body 3 and the small floor joist 7. Heat transmitted to the side under the floor is reduced with an improvement of heat efficiency by employing the vacuum mat 5 having a low heat transfer rate.
