PROBLEM TO BE SOLVED: To provide a structure capable of securely and simply blocking a hole part formed with the purpose for bleeding steam in a steel pipe part of a concrete filling steel pipe. SOLUTION: A cylindrical sleeve 6 formed by a flexible material is fitted into a through hole part 4 formed in the steel pipe part of the concrete filling steel pipe 2. A hollow part 8 is formed in a shaft axis part of the sleeve 6, and a bolt 20 is inserted into the hollow part 8 from the outside of the steel pipe. A tapered female screw part 18 is formed at the inner periphery of the hollow part 8. When the bolt 20 is inserted into the female screw part 18, the whole sleeve 6 is expanded and deformed in the radial direction, and its outer peripheral part adheres closely to an inner peripheral part of the hole part 4 because the female screw part 18 is formed into the tapered shape. The sleeve 6 is fixed in the hole part 4, which is securely blocked.
