PROBLEM TO BE SOLVED: To provide a toner regulating blade easily manufactured at low cost, and realizing stable abutting pressure without causing warpage and waviness due to the change of temperature and humidity or the like in use environment and preservation environment. SOLUTION: This toner regulating blade used in an image forming device utilizing an electrostatic transfer process is constituted of three layers equipped with a 1st elastic layer on one side of a supporting layer formed of high-rigidity resin and a 2nd elastic layer on the other surface thereof, and is not distorted by environmental variation.
