PURPOSE: Rose petal extracts having skin whitening effect and their use in the functional cosmetics are provided. The extracts from the natural product give no skin irritation and are safer than other raw materials. CONSTITUTION: The composition comprises extracts of petals of one or more roses selected from Red Sandra, Red Corvette, Rote Rose, Sacha and Lambada, the solvent of extraction chosen from the one or more aqueous solution of 1,3-butylene glycol, propylene glycol and ethanol. 1-15wt.%(based on the total weight) of the above rose petal extracts is added to the cosmetic formulations such as soft cosmetic water. The cosmetic water is nourished and emulsified liquid, emulsified cream, gel cream, massage cream, essence and pack can be nourished.
