PROBLEM TO BE SOLVED: To enable even a person who is not an expert in a public key cryptosystem to easily and securely generate a pair of public keys for the public key cryptosystem. SOLUTION: This method includes a combination extraction step for extracting a corresponding combination from a system selection table T1 according to a value specified for one or more kinds among the bit length, time calculation quantity, and space calculation quantity of a key, a system selection step for selecting one key generation system out of respective key generation systems prescribed in the combination selected at the combination extraction step, a parameter selection step for selecting one of respective generation parameters belonging to the extracted combination under specific parameter priority conditions, and a key generation step for generating a key according to the selection results of the system selection step and parameter selection step.
