PROBLEM TO BE SOLVED: To solve problems that communication is required to be repeated between a center server and plural terminals, that load of the center server gets high thereby, and that the communications get frequent to require a long time, when the center server transmits an agent to a lot of terminals to provide service using a conventional agent technique. SOLUTION: When the center server 10 makes an agent program cyclic on a network 1, at least one of life information indicating a time limit for the cycle and regular time information for informing the center server 10 of an existing position in every prescribed time is added to the agent program, and respective home servers unit 11-13 judge abnormality in the cycle based on the information.
