PROBLEM TO BE SOLVED: To provide a method and a device for flexibly multiplexing and demultiplexing serial circuit data from within a range of 1-n client circuits on the basis of a SONET standard (e.g. OC-48 or OC-192) where a possible number of STS-1 are allocated to each client. SOLUTION: Provided that y is a number that satisfies a formula, y<=1-N, the serial circuit data are mapped onto an NxSTS-1 SONET payload that uses y STS-1, the STS-1 is selected from the N STS-1 on the sequential or non-sequential basis, and the multiplexer is composed of mapping devices which carry out a mapping operation in accordance with a prescribed bandwidth allocation method.
