PROBLEM TO BE SOLVED: To provide a method of producing a target value capable of controlling the control object while producing an optimum target value with limiting conditions taken into account, and a process control device using it. SOLUTION: The method of producing a target value of the process control device controlling the control object includes providing a dummy control system that simulates an actual control system; supplying a reference target value to the dummy control system according to a reference track to obtain an anticipated response; evaluating the anticipated response obtainable from the dummy control system to correct the reference track; and producing an optimum target value based on the corrected reference track serving as an optimum target track.
