PROBLEM TO BE SOLVED: To provide an optical information recording medium which can be formed by a simple manufacturing process and on which recording can be performed by using a semiconductor laser beam having 380-430 nm wavelength. SOLUTION: The optical information recording medium has at least a recording layer 2 on a substrate 1. Information recording is performed by irradiating the recording layer with the laser beam having 380-430 nm wavelength. The refractive index n and the extinction coefficient k of the recording layer 2 satisfy the conditions of 3.90.4 in the range of 380 nm-430 nm wavelength.
