PROBLEM TO BE SOLVED: To provide a file system capable of efficiently recording videos even if recording/reproducing of data are performed from plural channels. SOLUTION: The video data is managed by a management block set in the memory region of a memory device. The access to a recording device is performed by each of the access units determined for the respective videos from encoding rates, etc. The videos are so recorded that only the video data of one kind is recorded within one management block in recording the videos.
