PROBLEM TO BE SOLVED: To miniaturize an electric circuit and lower loss, and to contribute to simplification, an improvement in efficiency and resources saving. SOLUTION: A coil part L1 in which one or more of windings 12 are executed so as to be interlinked with a magnetic path to magnetic cores 11A and 11B in which permanent magnets 13A and 13B are arranged at one magnetic path end in a magnetic substance forming the magnetic path and having soft magnetic characteristics is constituted. The coil L1 is configured so that the characteristics of a magnetic field applied to the magnetic substance generated by an excitation current flowing by applying input voltage to the windings 12 and the magnetism of a magnetic field applied to the magnetic substance by the permanent magnets 13A and 13B are reversed mutually.
