PROBLEM TO BE SOLVED: To reduce an arithmetic quantity required for motion vector detection. SOLUTION: A macro block motion vector detector 11 detects a motion vector of a macro block of 16×16 pixels and a block motion vector detector 15 detects a motion vector of a macro block of 8×8 pixels respectively. A block motion vector detection discriminator 13 discriminates whether or not a motion vector is to be detected from 4 blocks in the macro block from which the motion vector is detected. A block motion vector detector 15 detects the block motion vector only from a required block.
