PROBLEM TO BE SOLVED: To provide a manufacturing device and a manufacturing method for an optical recording medium by which the yield and a device working ratio in the manufacturing stage of an optical recording medium using a dielectric film, especially CD-RW/DVD-RW disk, can enhanced. SOLUTION: The manufacturing device for the optical recording medium using the dielectric film is characterized by the main constitution that the inner surface of a dielectric layer forming vessel is coated with a metal layer having a lamellar structure and the metal having the lamellar structure has <=6.0×1010 Pa shearing modulus and the metal layer has >=100μm film thickness and by other four constitutions.
