The cutter, generally shaped like pliers, includes jaws (3) to hold and cut optical cable in profiled clamping openings (10; 12). The circular blade (14), sharpened on one side, is mounted on a pivoted arm (22), and is swung into action using the trigger handle (H). The cable is supported for cutting in the groove against the cutting direction, a recess allowing the other part to fall away. Ratcheted counter mechanism (26, 28, 31, 32) records the number of cuts and blocks operation when a predetermined number is reached.
