A valve actuator (30) which is mounted at open end of valve housing (20) with valve seat, rotates within the housing. A resilient valve element (40) compressed between valve seat and actuator, includes a fluid passageway which is aligned to the passageways of the actuator and the housing. Axial fingers in the housing and engagement grooves in the actuator hold actuator in closed and opened positions. Annular bulge and groove in the housing and the actuator restrain relative axial movement of the actuator. A rigid sleeve in the valve element prevents reduction of flow cross-section during compression of valve element.
