An apparatus provided with two coding means for coding a time-varying picture whose one frame comprises two fields. In one coding means, in respect to all the blocks in one frame an odd number field (a first field) and an even number field (a second field) are dividedly made into blocks, and the movement of the second field can be predicted from the movement of the first field. In the other coding means, the dividing and undividing of the first and second fields are switched over to each other for every macroblock. By switching over appropriately these coding means to each other every frame, a high quality picture is obtained with a small amount of information, and the scale of hardwares can be reduced, and further, the frame buffer of a decoder can be omitted. <IMAGE> |
