PURPOSE: A device for heating or refrigerating water by using an air conditioner and a heater of a vehicle is provided to improve refrigerating and heating performance by reducing waste of battery. CONSTITUTION: A device for heating or refrigerating water by using an air conditioner and a heater in a vehicle comprises a compressor(1) compressing gas refrigerant of lower temperature and low pressure into hinge temperature and high pressure; a condenser(2) condensing the gas refrigerant into liquid refrigerant of the high temperature and high pressure; an evaporator(3) heat exchanging the liquid refrigerant; a free heater(4) heating water contained in a hot water tank(9); plural heat exchanger(6) heat exchanging the hot water by passing through an engine(5); a cold water tank(8) formed on a body(7); a solenoid valve(15) isolating refrigerant by being mounted between an exit of the compressor and a capillary(14); high and low water level sensors(16,17) detecting high and low water level by being mounted on the cold water tank; a temperature sensor(18) detecting temperature of cold water; a controller(19) connected to an operational switch(20).
