PURPOSE: A method for measuring a specific web site connection time on the Internet and a recording medium having a program thereof are provided to supply a reasonable taxation method with respect to a user connection by performing a taxation for many web sites. CONSTITUTION: A user executes a web browser program installed in a terminal(111,201). It is desirable that an agent program is executing as a waiting mode in the terminal(111) before executing the web browser. It is desirable that identification information for identifying a user is recorded in the user terminal(111). The agent program accesses a server(121) and transmits identification information of the user who executed the web browser program to the server(121,203). The server(121) refers to the transmitted identification information and reads information with respect to the user corresponded to the identification information. The server(121) extracts a member company web site list joined by the user, and transmits the list to the terminal(111,205). The agent program and the server(121) are communicated therewith and decide a connection start time and a connection termination time for measuring a connection time in a specific web site of the user terminal(111). The agent program transmits the current time information set according to a system clock of the terminal(111) to the server(121). The server(121) receives the current time information, compares with the current time of the server(121), and records the time difference information.
