PURPOSE: A system for updating a program of a flash memory and a method for controlling the same are provided to update the program safely by using an EPROM or a ROM emulator when an update program stored in the flash memory is not operated normally. CONSTITUTION: A CPU(110) is connected to a flash memory(140), which receives an address control signal from the CPU(110) and loads a program stored in the CPU(110). An update program memory part(141) in the flash memory(140) stores a program update dedication program. A socket(150) is connected to the EPROM or the ROM emulator so that the program update dedication program can be recovered when it is damaged. A selection control part(120) applies the address control signal output from the CPU(110) selectively to the flash memory(140) or the socket(150). An address control part(130) selects upper parts of address control signals from the flash memory(140) and lower parts thereof.
