PURPOSE: Provided is a method for preparing wire rod with high tensile strength and elongation by controlling cooling rate within 5-25°C/sec from cooling initiation temperature range of 850 to 950 deg.C to pearlite transformation termination temperature without generation of hyper-eutectoid cementite and martensite. CONSTITUTION: In a manufacture method of high stiffness hyper-eutectoid wire rod comprising C 0.8 to 1.2 wt.%, Si 0.2 to 2.0 wt.%, Mn 0.6 to 0.9 wt.%, 0.01 wt.% or less of S, 0.01 wt.% or less of P where the hyper-eutectoid wire rod is cooled from cooling initiation temperature ranging from 850 to 950 deg.C to pearlite transformation termination temperature, the method is characterized in that cooling rate is regulated between 5 to 25°C/sec to improve stiffness and elongation, where target tensile strength=2xcooling rate+105.
