PROBLEM TO BE SOLVED: To provide a jack-up method and device for a water surface floating structure, capable of performing the maintenance of the structure efficiently and safely on the water and at a low cost with a simple device. SOLUTION: The jack-up device is composed of a contractible flexible bag body 11 elevating a floating object 10 such as a floating pier floating on the water while supporting it; and a pressurized gas supply source 13 composed of a pressurizing pump 13a for supplying pressurized gas to the flexible bag body 11 through pipes 12a, 12b, and an exhaust means 13b such as a vacuum pump for exhausting the pressurized gas. In this embodiment, the jack-up device is installed on the floated object 10. One or more flexible bags 11 can be used, and the pressurized gas supply source 13 can be installed on a ship or on land according to a service place to expand/contract the flexible bag body through the pipes 12a, 12b.
