PROBLEM TO BE SOLVED: To perform an ABS control according to an operating state of a brake pedal by a driver and a vehicle characteristic. SOLUTION: At the time of the ABS control, reference speed reduction G and reference brake hydraulic pressure corresponding to a slip reference to be a starting reference of the ABS control are compared with actually detected speed reduction G and brake hydraulic pressure. When brake hydraulic pressure at the speed reduction G at the detected time is larger than the reference brake hydraulic pressure, it is estimated that a braking request of the driver is not satisfied. Therefore, a reference slip ratio is set and changed so as to be large and the ABS control is performed at a position where the slip ratio is large. As a result, large braking force can be obtained and an optimum ABS control can be performed.
