PROBLEM TO BE SOLVED: To provide an agent for reducing heavy metal elution capable of reducing the elution of heavy metals such as Cr6+ even in waste containing various metals including Cr6+. SOLUTION: The agent for reducing heavy metal elution agent is prepared under a reduction atmosphere at >=1000 deg.C and consists essentially of >=2 components among CaO, Al2O3 and SiO2 chemical components and containing a reducing material. The heavy metal elution reducing agent is preferably contains 0-70 mass% CaO, 0-80 mass% Al2O3 and 0-99 mass% SiO2 expressed in terms of CaO, Al2O3 and SiO2.
