PROBLEM TO BE SOLVED: To provide a washing liquid foaming method for efficiently foaming a washing liquid mixed into water and a device therefor. SOLUTION: Flowing water fed under an appropriate water pressure is jetted by a water flow pump means and the washing liquid is mixed into the flowing water jetted by the water flow pump means. After air is mixed into the washing flow water mixed with the washing liquid, an air/washing flow water mixed with air is foamed by a foaming means and it is sent out.
