PROBLEM TO BE SOLVED: To improve the efficiency of in-group works by allowing a project manager to judge the importance after mail circulation and then informing the members registered in a mailing list of the importance. SOLUTION: An electronic mail distribution part 11 adds an electronic mail management number to an electronic mail to be distributed, stores the electronic mail management number and address as one piece of electronic mail management information in an electronic mail management information storage part 12, and distributes the electronic mail to all member addressees. An electronic mail circulation processing part 23 determines the importance of the mail after mail circulation and informs an electronic mail importance monitoring part 13 of the importance. The electronic mail importance monitoring part 13 receives the electronic mail management number and the importance from the electronic mail circulation processing part 23, retrieves the electronic mail management information saved in an electronic mail management information recording part 12, and obtains the addresses of the electronic mail. Then the electronic mail management number and the importance are reported to all the members of the obtained addressees.
