PURPOSE: Provided are lactose free milk and powdered milk which are characterized by the structure that protein includes fat, a food containing the same, and the manufacture method thereof. CONSTITUTION: A method for manufacturing lactose free milk is characterized by homogenizing fat and protein in aqueous solution so that the fat is included into the protein to form O/W emulsion. The fat is at least one kind of milk fat selected from the group consisting of fresh cream, butter, and butter oil, and the protein includes at least one kind of milk protein selected from the group consisting of total milk protein, milk protein concentrate, casein, casein salt, and whey protein concentrate.
