PROBLEM TO BE SOLVED: To obtain a sheetlike material capable of well protecting surface soil from environmental stresses such as rainfall and improving water holding properties required for vegetation. SOLUTION: This sheet like material for protecting the surface soil and vegetation is characterized in that the upper side surface is substantially covered with a nonwoven fabric comprising water-repellent fine fibers 3, the lower side surface is substantially covered with a nonwoven fabric comprising hydrophilic fine fibers 4 and the whole is integrated and bulky.
