PURPOSE: A method for preparing a high dispersive inhomogeneous metal catalyst is provided, to make a catalyst with a high dispersity and improved reactivity and selectivity, thereby reducing the amount used and the manufacturing cost, by using the hollow of hollow-type ceramic. CONSTITUTION: The method comprises the steps of preparing a hollow-type ceramic; binding a silane compound capable of fixing an ion chelating compound into the hollow of the ceramic by a covalent bond; adsorbing metal expressing a catalytic activity to the silane treated ceramic; and sintering the organic-inorganic composite ceramic where metal is adsorbed. Preferably the silane compound used in the silane treatment is N-(trimethoxysilylpropyl)ethylenediaminetriacetic acid trisodium salt and the metal used in the metal adsorption is nickel; or the silane compound used in the silane treatment is 3-aminopropyltriethoxysilane and the metal used in the metal adsorption is copper. The sintering is carried out at a temperature of 300-500 deg.C.
