PROBLEM TO BE SOLVED: To provide an emergency-reporting device which can be supported by depressing the emergency call button of a terminal of the emergency- reporting device for giving a service, such as emergency reporting, health advice using telephone line, even if the terminal is not present in the service areas of a master set and a public radio base station. SOLUTION: The system consists of terminals A1 to A5, the master set B, a public radio base station C and center equipment D. If the terminal A1 cannot conduct communication with the other terminals A2 to A5 because the terminal A1 is not within the service areas J and H of the set B and the station C, when the terminal A1 gives calling operation for the emergency reporting, the information means of the terminal A1 generates out of range area information alarm for asking for help to people in the surrounding area.
