PROBLEM TO BE SOLVED: To realize the stable rise of liquid toner and to keep toner adhesive amount to an image carrier small and constant in a non-contact liquid developing system wet developing device. SOLUTION: This wet developing device is equipped with a housing 5a equipped with a liquid toner tank 12 in which the liquid toner L consisting of toner including a colorant and resin and carrier liquid is reservoired, the image carrier 2 on which an electrostatic latent image is formed, a developing roller 6 developing the electrostatic latent image to form a toner image by supplying the liquid toner L to the image carrier 2 by bias voltage applied between the image carrier 2 and the roller 6 by a power source 18, a supply roller 7 rotating in press-contact with or proximately to the roller 6 and supplying the liquid toner L to the surface of the roller 6, and a liquid toner regulating member 16 regulating the film thickness of the liquid toner L supplied to the surface of the roller 6. The dielectric constant of the liquid toner L is set to >=2.08.
