PROBLEM TO BE SOLVED: To provide a speech decoder and a speech coding and decoding device, with which more improved decoded speech quality can be realized in the frame where the frame loss is detected. SOLUTION: When the preceding frame is the loss frame and the coded data of the loss frame is received behind time by the receiver buffer 101 in the present time, the preceding frame coded data and the correctly received present frame coded data of the present time are inputted into a loss frame decoding part 105. In the loss frame decoding part 105, the speech is decoded using the inputted preceding frame and the present frame coded data one by one, and the decoded speech signal to the present frame coded data is outputted. Moreover, state data required of the decoding is updated and held in a state data holding part 103. In a changeover part 106, the changeover according to the frame loss information is performed, and the decoded speech signal of the frame is outputted. |
