PROBLEM TO BE SOLVED: To secure connections for general calls through a line between dealers, even if calls to a specific number are increased concerning the securing system of the line between the dealers in switching for coping with congestion caused by the calls to the specific number via the line between the dealers connection from a subscriber's exchange through a gate exchange to the gate exchange of another communication dealer. SOLUTION: When regulation information, consisting of the specific number and a regulation quantity, is designated to the subscriber's exchange and a call from the subscriber of the subscriber's exchange is connected to the gate exchange, information for displaying for identifying whether the call is a general call or a regulated passing call is set in the address signal of a common line signal transmitted to the gate exchange from the subscriber's exchange. If it is detected that the call is the regulated passing call with the address signal, the gate exchange controls connection to the line between the dealers, so that the number or the ratio of lines to be used for the regulated passing call in the line between the dealers is within that decided in advance.
