PROBLEM TO BE SOLVED: To transmit/receive data between devices (disk array devices) always at a suitable speed independently of the congested state or transmission distance of a line (public line or the like). SOLUTION: An inter-device transmitting/receiving command monitoring part 24 monitors the response time of an inter-device data transmitting command and prepares and stores the response time as statistical information. At the time of receiving an inter-device data transmitting instruction from a management terminal 3, a command issue means 251 in an inter-device transmitting/ receiving command control part 25 issues the inter-device data transmitting command to a disk array device 9 at an issue interval based on the issue frequency of the command in a fixed time and transmits data corresponding to the command. A command issue frequency setting means 252 adjusts/set up the issue frequency of the command in the fixed period on the basis of the statistical information prepared by the monitoring part 24.
