PROBLEM TO BE SOLVED: To provide a magnetic recording medium which has an excellent glide height characteristic and excellent magnetic characteristics, such as noise characteristics, as well, a method of manufacturing for the same, a magnetic recording and reproducing device and a medium substrate. SOLUTION: The magnetic recording medium formed with a structure control film 3 consisting of an NiP-base alloy on a non-metallic substrate 1 and a nonmagnetic ground surface film 4 and magnetic film 5 thereon is provided with an amorphous metallic film 2 having an amorphous structure between the non-metallic substrate 1 and a structure control film 2. The film thickness of the structure control film 3 is specified to <=50 nm and the total film thickness of the amorphous metallic film 2 and the structure control film 3 is specified to >=60 nm.
