PROBLEM TO BE SOLVED: To provide a device and a method for paper sheet processing which can increase the throughput of paper sheets. SOLUTION: The bill processor 1 has a taking-in part 11 which takes multiple fed bills in, one by one, onto a conveyance path 6, an inspection unit 13 which inspects the bills conveyed through the conveyance path 6 to decide their stack destinations, and stacking mechanisms 20 as the stack destinations decided by the inspection unit 13. Each stacking mechanism 20 has a temporary stack part 21 which temporarily stacks bills sent in from the conveyance path 6, a cassette 23 which receives and stores the bills stacked in the temporary stack part 21, and a pusher 24 which pushes the bills in the temporary stack part 21 into the corresponding cassette 23. When the temporary stack part 21 becomes full of bills, the taking-in roller of the taking-in part 11 is stopped without stopping the conveying mechanism to store the filling bills in the cassette 23.
