PROBLEM TO BE SOLVED: To provide technique for detecting a vehicle movement by burglar in a parking lot, etc., and rapidly taking countermeasures to prevent it. SOLUTION: A system is provided with a base station unit for performing communication with a transmitter/receiver which is mounted on a vehicle when the vehicle is parked or stopped at a prescribed position and a managing device for determining an abnormal movement from the prescribed position of the vehicle based on identifying information which is originated from the transmitter/receiver via the base station unit and outputting the result.
