PROBLEM TO BE SOLVED: To provide a block distortion eliminating device that detects block distortion with high accuracy in the case of decoding a compression coded image so as to eliminate the block distortion, while minimizing blurring of images. SOLUTION: A block distortion detector 109 uses image data after decoding and information of motion vector to specify a block border in which block distortion takes place. The block distortion eliminating device 108 applies filtering to pixels around the block border of the image after decoding, on the basis of the result of detection by the block distortion detector 109 and eliminates block distortion.
