PROBLEM TO BE SOLVED: To disclose a method and a device for updating a congested window in a packet switching type network. SOLUTION: Throughput measurement is performed by a receiving side terminal and feedbacked to a transmitting side terminal. Then, a system adjusts a congested window on the basis of at least such as the measured value of the throughput, and further has the possibility of adjusting the congested window on the basis of another measured value about the change rate of such a throughput.
