PROBLEM TO BE SOLVED: To provide a method and a system capable of deciding a network characteristic, especially the available band of a path at high speed. SOLUTION: The available band of the network path is decided by measuring the round-trip time of a packet utilizing a variable band to a receiving side node. An increase in the round-trip time of the packet represents link congestion in the path. A measured band range is expanded to find a congestion point or reduced to improve accuracy in deciding the available band.
